To access IRC, you need to use a client. These can be Java Clients intergrated into your browser or Stand Alone clients. I recommend mIRC (http://www.mirc.com). These clients usually all have an Status window where you can enter different commands to join servers. In the Status window in mIRC or most clients, simply type:

/server irc.gamesurge.net 6667

then:

/join #gunzfactor
