1) The Bedouins wouldn't be able to find them, because the hospital or school is always moving around.

That is true. I don't know exactly how big bedouin villages are. But some mobile health services and school should be vital.
I imagine it being somewhat like a tent with a couple of doctors and medicine. They shouldn't be required to be able to do hearth surgery, but only help if someone gets really sick.

There are countries with nomads running around. Sweden/Finland/Norway, USA... Over time the nomads become less and less in numbers because the normal life is a lot better and they are therefore tempted. I see that has also happened with the bedouins.
