No, it is not. The observer may perceive things to pass much slower (you're moving as fast as light, not faster), but the rest of Universe is business as usual. To truly "stop" time, one would have to create a pocket Universe that some how has zero connection to our own Universe... and yet still be able to travel there... or they would have to set the entire Universe to absolute zero (which basically requires another Universe not connected yet connected enough to send all our energy there)

Doesn't time slow down the closer you reach the speed of light? Thus never being able to reach the speed of light. Or so I read sometimes.

Deja vu's origins have been proven. It's a rare anomaly where (after a specific event happens) your brain basically thinks that you remember something, where in fact, it never happened before. It's most common among young people.

Time "slows" or passes at a decelerated rate as you speed up in general, making "time travel" into the future possible, but it only goes one way.

Actually, if you're traveling at the speed of light towards the outside of the universe, you are going back in time.

I assume your referring to the fact that you're moving faster than the light that was long ago sent out, and therefore seeing things from before. Speeding up to relativistic speeds actually "slows" time for you.

If you were to somehow see someone traveling at the speed of light they would be going VERY slow because they are moving at normal speed but it is spanned out over a lot of light...?
