how do you make a clan emblme smaller?

I want to make a clan emblem...but it is to big, teach me how to make it smaller, and what to use(programs)

Use Gimp as an alternative, it's free =)

Or you can try Paint.NET as well, almost as easy as Paint itself.

search for it on google, then copy the one you see. dont click it, cause then it'll be too big.
