No it's an addon dll like Msn plus, you can send sound, and other little things like show time next to name.

Not photoshop, called jpeg compression
And the addon is :
Remove any way to get buffered
Adds ^5[hour:minute:second]^9 in front of name in any chat
Plays sounds on some event (THIS IS SPARTAAAAA when someone says sparta).
