No, you can make this yourself by making a canvas and putting an X in the middle, then defining it as a brush.

Ok, my outcome from PART of your TuT (The X-Brush thing), the smudge settings were set at normal though, not soft light, no vectors ):

It's called Claw, yeah, impact hit <3 original style mangz, its all Smudge & Pen Tool. so... yeah! <3

By the way, I haven't sign up at Twilight Designs yet... ha ha ha
