connection issues, both IGunZ and ijji

I'm having problems running both IGunZ and Ijji's gunz.

IGunZ keeps telling me its unable to connect to the server (both of them)....

Ijji gunz tells me this
The IJJIPRESTARTER2.EXE file is linked to missing export SHELL32.DLL;SHGetFolderPathA
when I click the play live button.

I've been trying ijji through IE.
Running win 98 SE, other specs should be in the log file attached.
Also runs avg, but just tried quiting that and it didn't help.

Any advice?
