Because it looks decent. You can still see what's going on. And blood usage in a shooter and a fighter are two completely different things.
A lot of times in shooters blood is used as a way to show that you hit the person so it's usually always done a little over the top so you can see it.

Onno, Gow's just looks appealing, perhaps because it looks like it's coming out of their bodies, not just giant blotches appearing near them.

Excessive blood CAN make stuff look good. But most graphic artists fail to understand the concept of liquids and their physical properties, so when they want to create a hyper violent game...it just ends up looking like ****.
