Depends on the people and the situation.
I wouldn't say any age is too early.
But I would say earlier is usually worse. The longer you wait the more you realize what you can put up with.
In general, most people who get married around the age of 20 end up divorcing.
"Hey, I love m girlfriend we were together for 8 years, but we never practiced living with each other. Oops, we didn't think about alone time needed after our all too frequent arguments."
The younger you are the less logically you think about it and the more rash your decision in.
And when you don't have to LIVE with a person their personality problems are easier to overlook.
I'd say at 21 a GOOD IDEA would be to move in with each other, and live for a year or so, then get married.
When you move in together the worst that can happen is one of you will need to find a new place if not both. That's a lot easier to manage than that ontop of all the divorce papers.
