It's the spread of fire on a weapon.
You shoot a shotgun, it will spread out like a cone, the more control ability, the less spread there is.
Avenger has the highest control ability, so it will deal alot more pellets to someone at medium range than any other weapon. Plus it has more damage so it will take ALOT of damage off at medium range than any other shogun.
The pioneer has 1 shot more than B8/B9 and higher control ability but same damage, but this control ability let's the pioneer hit more pellets on the enemy... dealing more damage.
